Evaluation of Women’s Leadership Partnership Program in Paraguay

Dr. Flavia Ramos-Mattoussi conducted the final evaluation of a higher education partnership between the University of Florida and the National University of Asuncion (UNA) in Paraguay with support from the U.S. Agency for International Development as a consultant to Higher Education for Development (HED) a program of the American Council on Education (ACE).

She wrote the final evaluation report of the Women’s Leadership Program—the three-year partnership project that aimed to promote gender equality and female empowerment in the agricultural sector in Paraguay. The study explores how higher education partnerships can contribute to the promotion of gender equality and female empowerment in agriculture by examining each of the following items:

  • Efficiency of management processes and systems.
  • Relevance of program design.
  • Effectiveness of program implementation.
  • Impact of program intervention.
  • Potential for program sustainability.

Dr. Ramos-Mattoussi designed the evaluation framework and data collections tools; carried out fieldwork activities in Paraguay; conducted key informant interviews, focus groups, surveys, desktop review and analysis of data gathered; and wrote final evaluation report published by USAID/Development Experience Clearinghouse.
